After much experimentation and luck I have found that the mouse not
working on boot is due to something happening on shutdown.

If you shutdown or reboot from terminal with these commands:

Shutdown Command: sudo shutdown -h now
Reboot command: sudo shutdown -r now

Then for me at least, on boot the mouse always works.

Note: You MUST enter your password, if a previous sudo session is still
open then this will not work. It also does not work if you add yourself
and the shutdown command to sudoers. I have purposely reduced the sudo
session time to a minute to ensure that a previous session is not open
when I try and shutdown or reboot.

Hope the above will work for some other people until an official fix is
released.
