Scott's explanation from 2010 was correct.  The file gets removed after
mountall exits, which it does only after it mounts all auto filesystems
listed in /etc/fstab or after something kills the mountall process.  If
you're seeing /forcefsck still present after multiple reboots, you
probably have a buggy /etc/fstab.
