I see also same effect, after upgrading to Precise (final), and same
happened to a laptop freshly installed with Precise.

When I select Ambiance theme (or some Ambiance-derived themes, like 
AmbianceOneiric, Ambiance-Shiki)
the text in some applets like username in 'Indicator Applet Session' is shown 
with correct color (I believe it's the @dark_fg_color)
while in other cases like the 'Clock' applet or the text for the Application 
and Places menus are shown in a barely visible dark color.
Font in use is the default 'Ubuntu' one.

When switching to some other light-on-dark theme like e.g. LowContrast,
all text is shown correctly, and same for dark-on-light themes like
Radiance.

gnome-panel is latest current version (1:3.4.1-0ubuntu1)
