Hi Romano, thanks for taking the time to report this bug.
This panel should not appear when you're running Unity. Instead of the
integrated panel, a separate window (named "Printing" should appear).
Are you running Gnome Shell (or some other shell)?
As a workaround, you can run `system-config-printer` manually.
