I also observe this bug with newer versions of tortoisehg. tortoisehg 2.2 from precise repos is fine, latest stable 2.4 from a ppa does only briefly show an icon inside the launcher and immediately removes it again. The icon or at least the space for it is visible for 1 or 2s during application startup.
As Robert already noted, login out and back in seems to fix the problem. This is true for tortoisehg.
