referring to your hackish patch. I could absolutely not figure out what the issue is with libvirt. I was going to refactor your patch to use the python bindings.
In the shorterm, I am going to use Puppet to patch nova-volumes (https://github.com/bodepd/puppetlabs- nova/commit/3b6e838191a619d33c9fc036b9f5fbfca0435dc7) . In the longer term, I am working with some other folks to figure out the real fix.
