When I shut down my Dell Inspiron 1520, some hardware continues to run.
Fans slow down, but they spin until the battery dies or else
indefinitely if the laptop is plugged in.
I see the same symptoms on my Dell XPS desktop at work using the same
version of Ubuntu.
I have tried editing /etc/default/grub as suggested elsewhere, with no
effect.
The symptom is the same whether I shutdown from the user menu, from the
log in screen, or in terminal using "sudo poweroff", "sudo shutdown -h
now", "sudo halt -p"
As with others, switching to any tty using ctrl-alt-F1/6 gives a blank
screen. ctrl-alt-F7 restores the session.

+ The daily development .iso (Quantal) and the latest kernel (3.4.0--999)
+ both seem to restart and shut down correctly.

+ WORKAROUND: Type in a terminal:
+ sudo nano /etc/default/grub
+
+ find the line:
+ GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
+
+ and change it to:
+ GRUB_CMDLINE_LINUX_DEFAULT="reboot=pci quiet splash"
+
+ save then perform via the Terminal:
+ sudo update-grub
+
+ and reboot the PC.
