I'm not sure what else is required. Basically the EAXREVERB effect is broken in current version, and the instructions to reproduce it are present in the bug report. If I want to release a package of (for example) quake2xp/dhewm3 I'll have to include the new openal in the same PPA, or ask users to build it themselves. That is at least for the next 4 months. That page seems more targeted towards Ubuntu developers than users, as I don't think I have required access to complete most of the tasks.
