Public bug reported:

When using only single workspace, impossibly switch to another
application window(For example, several OpenOffice documents), by
clicking on its icon launcher.

To reproduce:
Run "ccsm".
 Select "General Options/Desktop Size".
 Set "Horizontal Virtual Size"=1 and "Vertical Virtual Size"=1.
Reboot. (After reboot "Desktop switcher" fade from launcher bar.)
Open several folders.
And  try click on its launcher icon - nothing happens.

p.s. Ubuntu 12.04 i386 with last updates(28 May 2012).
