Every time package libqwt-dev wants to upgrade, apt-get aptitude, update
manager. It always updates and ask again :(

+ Test case:
+ 1. install the new version from -proposed
+ 2. refresh update-manager
+ -> see that qwt-dev doesn't need any update anymore.
