The filesystem being used here is, no surprise, ext3. I really don't think this is a particular filesystem problem.
I'm currently testing dpkg's --force-unsafe-io. I expect it will speed things up, yes. But what if it does? Will Ubuntu actually use it in it's package managers given that it's unsafe across power outages?
