I'm not sure if I agree or not. Can someone explain why this is a
duplicate? I'd like to know more about how the problems in both reports
are connected enough to be considered the same.

Up until a week or so ago, updates used to come with descriptions of
their changes in the "Description of update" box. Now, all updates that
support changelogs say instead "The list of changes is not available
- yet." and provide a web link to an online page describing the changes.
