I have replicated the same thing on my ubunut 12.04 pc, but i am not convinced its not working as designed looking at the mannual http://www.gnupg.org/gph/en/manual.html#AEN153 shows the same format as yours above. I have to confess, being new at this i will leave the bug with just my comment and not mark it as confirmed as i am not sure it is indeed a bug.
