Indeed the DBus spec only talks about a convention. But it doesn't seem to work on my system. The service files are ignored as long as the name matches one of the services. Even the Names attribute with an additional packagekit interface in org.debian.apt.service is ignored. I haven't yet looked at the dbus code. My hope was that the choice is made alphabetically so that aptdaemon could drop an org.freedesktop.Packagekit-aptd.service file and the native PackageKit one would be preferred if installed. Currently the org.debian.apt.conf also holds a duplicated configuration for PackageKit.
