I just had this happen on my 64-bit system, and the 32-bit system seems
unaffected. I tried both static and DHCP configurations. Both fail. The
only way to fix this is to revert back to the old network manager:

* download 
http://mirror.anl.gov/pub/ubuntu//pool/main/n/network-manager/network-manager_0.9.4.0-0ubuntu4_amd64.deb
* put that on a USB drive (or something similar)
* manually install that package on the affected system

for example: sudo dpkg -i network-manager_0.9.4.0-0ubuntu4_amd64.deb

This is a pretty severe problem as it leaves you without a way to fix
the system unless you have more than one OS/computer.
