I am not able to reproduce this on precise.
Notably, the 'keyboard model' option is no longer provided in the GUI
(at least, no where I can find), so it's no longer possible to put
keyboards into this broken state using the directions given in this bug.
If you still know of a way that affects precise, please reopen or file a
new bug.
