I have done some further tests and found that one can still make a
bluetooth dial-up connection using Gnome-ppp (Covered in
www.pcurtis.com/wind.htm#bt for those who want to use it as a
workround).

Gnome-ppp requires one to be in the dialout and dip groups and having
added myself to dialout and dip I found I could now use the old
bluetooth connections (set up before the upgrades) from the Network
Manager although I still can not set up new bluetooth connections using
the Wizard.
