Even if it is expected behavior to members of the technical priesthood, 
that is a pretty ridiculous default behavior for a supposedly 
user-friendly, GUI-oriented distribution like Xubuntu, since it 
essentially breaks the desktop (or at least makes it impossible to 
control without modifying obscure settings).  It seems to me that it 
would be preferable to set up the Xubuntu XFFM4 package to invoke xffm 
functionality with the browser mode switch enabled by default and an 
easy-to-access GUI setting that would enable the user to toggle how she 
wants the desktop managed.  Unfortunately, I don't have the skill set to 
do such a thing.
