When digging more in the problem, i realized that after the downgrade of
XFCE 4.10 to 4.8 the system also upgraded other 50MB of packages and
after that asked to restart the computer. I did so, and the odd thing i
remember is "i will have to install proprietary ATI drivers again". I
use hardware 3D acceleration because i use MatLab and 3D plots. And
after the downgrade and those updates, and after restarting the machine,
ATI drivers were working and i did not have to install them again. but
when i started to plot some 3D graphics, matlab hanged. So i realized
that not only the "exo-open --launch WebBrowser" was not working, but
MatLab was not giving me 3D plots. So i reinatalled ATI Drivers and
Matlab worked again, and  "exo-open --launch WebBrowser" worked too!! it
was a ATI Driver problem.
