just an update: problem for me was, ubnutu still had static ip config in /etc/network/interfaces
i removed the setting, and restored the default dhcp config, this fixed long network loading config time at ubuntu bootup stage, but I still had issue with the network startup at login stage as only sudo NetworkManager command worked for me, so i then went to /etc/init/networking.conf removed line; emits static-network-up and boot upstart was restored hope this help anyone.
