I suspect it is a local bug because the simple action of just moving the mouse across the text will redraw and cure the problem. The source of the area in question seems to be 'plain' html. Also, the problem is not present when I run chromium, chrome or firefox on windows 7.
It looks to me like there is an error in computing the whitespace between the characters in the text. Possibly only the first time a letter is rendered. The second and subsequent times a glyph is rendered the spacing is OK. I was thinking maybe the problem is in the font engine, and that it is revealed because of the way chromium and firefox use the font engine. OTOH, I know from experience that a user's theory about the cause of a problem is at best ridiculous... Of course, it is possible that the site itself is the problem, they have lots of javascript and css and whatnot.
