Apport seems to have some problem; it shows me some KeyError: 'ProblemType'. I found the bug#992055 for this. However, in my case it doesn't send the data (I ran it twice and left it running for quite some time). But I can confirm the issue remains in the latest release - I'm on 12.04 LTS. I see the 'eth0: Tx timeout - resetting' messages in the log and my router LED goes into the blinking state.
I downloaded the upstream kernel 3.5.0-999 but could not boot into my system - seems to me like a graphics drivers problem. Hence, I added the 'kernel-unable-to-test-upstream' tag. I noticed that the LED on my router corresponding to the wired connection goes into the blinking state (same as earlier) - on for 2 seconds and then off for 1 second. This indicates that the issue exists on the upstream kernel as well. I'll be happy to run more tests to provide more information; let me know.
