Thanks, Alex.  That interfaces file looks completely sane to me, and
*should* result in the network being brought up quickly at boot time and
in order, no question.  So I wonder if something is failing in the
ifupdown hooks.

Can you show me the contents of these three directories:
/etc/network/if-pre-up.d/
/etc/network/if-up.d/
/etc/resolvconf/update.d/

Can you also check whether you get a /var/log/upstart/network-interface-
eth0.log file at boot, and whether it has any possibly-relevant
contents?
