I have now plugged in another hard drive and briefly installed Windows XP Professional to see if suspend works there at all with this mainboard, and suspend does indeed work in Windows. Suspend wasn't available in Windows immediately upon installation from CD (the Stand By option was greyed out in Start – Turn Off Computer), but upon fully updating the OS (installing all drivers and service packs via Windows Update), the Stand By option became available and worked. The fans turned off and everything upon going to Stand By, and the machine resumed correctly when told to wake up. So that means the suspend problems seen on Linux are not a hardware bug, or at least it's possible to support suspend correctly with this board. I'm not sure if this will help, but there is a Windows XP diagnostics program called PCI32, which I guess is similar to lspci.
