Steps to reproduce:

1. install old java version from a package (e.g. old java originally from 
canonical repo for 10.04)
2. Run following commands
    $ git clone https://github.com/flexiondotorg/oab-java6.git
    $ cd oab-java6
    $ sudo ./oab-java.sh
3. Open package manager, notice that java upgrades are available and click any 
line to see version information and changelog.

Expected results: changelog is missing so the changelog pane should only 
display the old version and the new version
Actual results: changelog is missing and as a result, the python code throws an 
exception that is not handled correctly. The code path for local repositories 
is missing the "file not found" exception handler for changelog files.
