Public bug reported:

The fixed webcam on my Acer Aspire 5685 (Logitech Orbicam) is faulty,
and can cause long boots, 'power manager' errors on login, and wireless
network connectivity issues after resuming from standby.

I did file this as a bug (now expired) as a faulty piece of hardware
should not have such knock on effects.

Is there a way to get the OS to ignore the offending device, or can
someone fix the way the OS handles faulty hardware?
