After several restarts I thought that there must be another behavior which causes the loop. I don't payed attention, that I had changed the login to using password. In this case the loop exists. Without password I had no loop with and without NTPDATE for several restarts.
But with the last restart I had a loop with login without password. I deinstalled NTPDATE and had no loop after restart. Strange behaviour. I give up as these things are to heavy for me.
