FTR, while the libav source package is in 'main', its 'libavcodec53' binary package is banned from the live cds. AFAIUI, adding a build-dependency on libavcodec-dev to alsa-lib is okay, /as long as/ none of the resulting binary packages declares a hard dependency on libavcodec53.
