I would reckon that's SDL related as well. OpenTTD does interface with SDL, and SDL is the thing that handles all the windowy and resolution stuff.
The only thing that might be problematic is that sometimes SDL does not return supported resolutions, and in that case OpenTTD will show some default resolutions (without knowing whether they are possible).
