Have run Lubuntu 12.04 as a live setup, confirm that the bug resides in Lubuntu. Have downloaded and Installed LMDE, (debian edition XFCE) both live and proper install, and confirm that there is NO BUG in LMDE.
So can confirm as it were this is a regression in Ubuntu 32bit and 64bit 12.04. Not knowing anything about architecture etc I can only guess that there is no successful communication between the Application printer settings and the cups printerserver.
