First of all don't panic! Although I hope you have a backup of your
database somewhere :)

ERROR: 1017 Can't find file: './mysql/user.frm' (errno: 13)
Looks like the table user.frm got somehow deleted or corrupted.
In order to correct this
1. Shut down MySQL Server
2. try to run myisamchk on the /var/lib/mysql/mysql directory (where the mysql
database is) and see if you can fix any corruption
3. If that fails try to recover from your last backup
