I think OP is confused (or I am). The message simply means that you did
not upgrade from a previous version of Ubuntu. It has nothing to do with
package updates being current or available.
If you did upgrade from a previous version of Ubuntu and are receiving
the message in error, please change the bug back to Confirmed.
