Please sync vala-0.16 0.16.0-2 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* Merged with Debian, remaining changes:
- debian/control: Add Breaks:/Replaces to older vala-0.16 Ubuntu versions
which previously shipped the vapi files. (LP: #961740)
That can be dropped since that breaks/replaces was in the last LTS.

vala-0.16 (0.16.0-2) unstable; urgency=low
* Team upload.
* Make valac 0.16 the default.
