update-manager.install is missing ReleaseNotesViewerWebkit.py so update-
manager is always using the text files and not the html.

+ 1. use precise
+ 2. run update-manager -d
+ 3. verify that the release notes are displayed as text
+ 4. install update-manager from precise-proposed
+ 5. run update-manager -d
+ 6. verify that you get a html release notes page now
