Not a duplicate (or at least not conclusively a duplicate of 577985),
it's also most likely not a bug. NetworkManager can't know whether an
interface is connected to a valid connection if it's not managing it. As
a workaround, you may want to configure it as manual in
/etc/network/interfaces.
Especially in the case of NetworkManager and wicd; they're both bound to
be fighting together to bring up the interface unless something is done
(see above) to let NM know not to touch that interface.
There's no bug in NM here; but there might be a kernel module issue if
the device says the network is unreachable when we try to bring up the
IP address with DHCP -- reassigning to 'linux'.
