Confirmed with 12.04. The problem seems to be the active blur.
Using the compiz benchmark plugin, I found:
1. Scrolling the dash is fast (60 FPS) if there is no window updating behind it.
2. Scrolling the dash is terribly slow (15 FPS) if there is a busy app
redrawing behind it (like glxgears).
15 FPS on a quad-core i7 with HD 3000 graphics should be considered a
bug, I think.
