Preliminary Checks:
  The speakers are builtin to this laptop, and there is audible output when I 
play any sound file.  (Issue is still that below 20% = no sound out of 
speakers).

 1. Speakers *are* plugged in, switched on.
 2. Speakers are *not* muted.  (I hear sound.)

Advanced troubleshooting 1 (mixers at the ALSA level): Using Alsamixer
via the terminal.

 1. Choosing the 'Master' volume bar, and using the up/down arrows,
    the volume correctly increases/decreases in decibel output.
 2. The percentage changes in small increments (between 1 and 5).
    However, it will not settle on a value between 0 and 16.
    
To elaborate, if in another shell, I use amixer to set the volume to 0%, 
alsamixer shows the Master volume bar as 0 and no sound comes from the speakrs. 
 If I use amixer to set the volume to 1%, alsamixer shows the Master volume as 
16, and there is an appropriate jump in speaker decibel output, which I'd 
estimate as 16% of the maximum decibel output:

 $ amixer set "Master",0 0% --quiet  # --> Alsamixer: Master = 0
 $ amixer set "Master",0 1% --quiet  # --> Alsamixer: Master = 16
