You probably want to reassign this to POSIX instead, which is what defines EEXISTS..... or you could reassign it to the kernel and argue that it shouldn't be using POSIX error codes, but either way you'll hit a brick wall.... just as you do when blaming this on iproute which just tells it like the kernel told it..... Really, the best option seems to be to fix the crappy virtualisation environment.
