I ++THINK++ I have found a fix. open /etc/modprobe.d/blacklist.conf
comment out the line "blacklist usbmouse" (change to "#blacklist usbmouse") or remove that line altogether and reboot/shut down and cold boot and see if this fixes the issue. Seemed to work for my dad's pc.
