Thank you for taking the time to report this and make Ubuntu better.
Unfortunately I cannot repro this issue in 12.10. I tried changing the
session, using the indicators, switching users, starting the onscreen
keyboard, and no matter what, the cursor keeps blinking. Can you
provide a different repro case or test the latest version?
I am using 12.10.0-0ubuntu1.
