Public bug reported:

When a new window is opened, with about:blank set to the page to
display, that happens.

When a new tab is opened, even in that new blank window, a nice 3x3 grid
of huge buttons shows, pulled from history or somewhere.

The underlying problem is getting endemic to open source:  someone's
great idea is so great that the implementer does not think that anyone
will really be annoyed by it.  Now, suppose I open a new tab and do not
want the person I am showing something to to see my page viewing
history, gratis, or anything but the subject at hand?

The bug is that someone forgot that the content of a new tab should
really appear the same as the new window.

The effect is that I'll just switch browsers to one that doesn't have an
annoying feature bundled.
