Public bug reported:
My default Lubuntu language was English, I installed Vietnamese and set
it as the default language, then some new folders were created in my
home folder, they have Vietnamese names, and the problem is I can't open
these folders.
For example, a folder called "Mẫu ví dụ" which refers to "Examples"
folder in English system. I can't open it, and when I try to rename it,
the pop up displays "examples.desktop" as the folder name in its input
field instead of "Mẫu ví dụ".
