"The default theme in Ubuntu is "Human"." Ubuntu isn't the only install that the wine package must support. We must also support Kubuntu, Xbuntu, and Edubuntu, all of which are standard Ubuntu installs. The default color scheme for each of those are much different.
There's nothing about wine that suggests its user interface should have the Gnome desktop settings hard-coded into it. In point of fact, the current defaults look better with Kubuntu than would the Human orange, red, and brown. "Requests to support native themes with Wine are likely to be much more difficult to solve leaving us with no interim solution. Those requests should be placed in another (upstream) bug." We _already_ support native color schemes. The problem is that apparently it doesn't work for the Gnome desktop, or we wouldn't be having this discussion. I'll take a stab tonight at figuring out why it works for Kubuntu but not Gnome.
