Thank you!  Leaving the mouse clicked for a few seconds does the trick.  I
have noticed that the new Dash and Launcher are "slower" and "less
sensitive" to activate.  I should have worked this out for myself.  (I'm
afraid I don't know what "xsession-errors" are - but it doesn't matter now.)

Status in "unity" package in Ubuntu:
  Incomplete

Bug description:
  Version 12.04.  The Launcher is supposed to allow you to move apps up
  and down the list by simply dragging the icon off the Launcher, and
  then dragging it back on at the desired position.  This does not work
  - all icons are immovable on the Launcher!
