I think this may well be a duplicate of bug 875842 after looking a bit. The following is from the udevDB on that machine. A hypothesis is that the dell-laptop driver is simply creating the bluetooth device in software, regardless of whether or not there is actual hardware present. This would certainly explain why bluez displays the BT icon on Dell systems that do not actually have BT hardware in them.
