Given that ssh can now share connections, I'd say that performance cost
is very little if a connection to the distcc-server is shared. Rather
than implementing another key-sharing auth system in distcc is better to
investigate whether current versions take advantage of ssh connection
sharing and/or can be adapted to do so more effectively (such as by
maintaining a background connection for some period between
invocations).
