Bjorn, thanks for the confirmation.  David's issue has been resolved and
was unrelated.  I'm going to call this bug fixed in Ubuntu Quantal as of
fldigi 3.21.45-2.  For earlier Ubuntu versions, fixed versions are
available from either the Ubuntu Hams Updates PPA[0] or my fldigi
PPA[1].

If anyone is still experiencing the problem, using an fldigi version
newer than 3.21.45, please set this bug back to New and post your
details.
