Public bug reported:
The weston drm compositor backend will, when drm devices are not
annotated with seat info or the seat hasn't been specified, pick the
first drm device that udev enumerates.
In the case of hybrid systems this drm device is not necessarily hooked
up to anything, making the compositor useless.
