I agree that it is at least a cosmetic bug.

This isn't really the place to discuss it, but... First, normally you
never need to include additional addresses in resolv.conf. If you do
then there is a shortcoming in some package somewhere. Second, if, as a
workaround, you need to include additional addresses in resolv.conf then
it's often best to place such addresses in
/etc/resolvconf/resolv.conf.d/base.  Third, to get these addresses
included in /etc/resolv.conf (which is actually a symbolic link to
/run/resolvconf/resolv.conf which is the file that actually gets
dynamically updated) it suffices to run "sudo resolvconf -u"; you don't
need to restart network-manager.  HTH.
