Looking at /usr/bin/update-manager it uses #! /usr/bin/python but the
UpdateManager python code is in /usr/lib/python3/dist-packages. It does
run changing the shebang to /usr/bin/python3, though quickly glancing at
the changelog I can't tell if the python3 port is complete yet, so may
cause other issues.
